MOINES In a reversal of a controversial policy Thursday, Iowa Attorney General
Tom Miller and Secretary of State Chet Culver said ballots cast in the wrong
precinct on Election Day should not be counted.
.The only way those so-called
provisional ballots would ever be counted is in the unlikely event that there
are enough of them to change the outcome of a federal race and one of the
candidates challenges the election result. That would require a court to
determine the legality of the votes.
